Libraries, though service institutions different from profit-oriented business houses, can not be exception to Quality Performance Management. Of all the resources of an organisation, the human resource is the most critical and important resource. It implies that the progress and goodwill of the organisation depend on the ability to utilise human resource to the maximum potential, and whenever and wherever the situation demands to adopt and deploy all means and methods to develop the potential. Manpower and organisational behaviour are the major factors responsible for work output and quality performance. Human resource consists of heterogeneous groups of workers with different levels of individual's performance depending on the social back ground, education, training, attitude and skills. It is a common experience that different workers perform differently the same job; a worker may perform good a particular job but may fail to perform some other job not so good; and the reasons may be various, such as, some specific skills and abilities of the worker, attitude, aptitude, education, training to do and/or not to do some job with excellence. Howsoever, experiments and experiences have exhibited the required good quality can be developed In the workers through various staff development programmes aimed at enhancing a particular skill in an individual or a group of workers. Management always targets at getting the quality and maximum output from each employee, but often fails to get it due to various factors in human resource management which exist and persist in almost every organization. Further, each job is to be met with its own requirements and demands. The worker assigned to do a job is expected to accomplish the requirements and demands of the job. If the worker is not equipped with the required attitude, aptitude, education, training, skills, techniques, methods, the result will be frustrating. All the more, the nature of job, its requirements and demands keep on changing with the advances in the fields of management tools/ techniques and information & communication technology. So, updating worker's ability and skills is a continuous process. The book looks into all these aspects of this symbiotic relationship and it is hoped that it will help in relating the practice of librarianship to that of staff development programmes in libraries in a more meaningful way. I also hope that this would be welcome addition to LIS literature.
